A bar chart showing the rate of SAR filings. From 1996 through 2002, the number of filings increased gradually, from approximately 1,000 in 1996 to 5,000 in 2002. Subsequent numbers rose sharply—to close to 10,000 in 2003, approximately 17,500 in 2004, 25,000 in 2005, and approximately 27,000 in 2006.
