SPECIAL ALERT FOREIGN ASSETS CONTROL ACT
On October 5, 2001, the Department of the Treasury's Office of Foreign Assets Control (OFAC) updated its Foreign Terrorist Organization list based on information published by the Secretary of State in the Federal Register . As a result, new information has been added to OFAC's list of Specially Designated Nationals and Blocked Persons. On October 12, 2001, OFAC added the names of 39 terrorists to its list of Specially Designated Global Terrorists (SDGT). This information also has been added to OFAC's list of Specially Designated Nationals and Blocked Persons. Attached is an updated list of changes to the list of Specially Designated Nationals and Blocked Persons since January 1, 2001. The names of the 39 terrorists may be found beginning on page 28 of the attachment. Their assets must be blocked immediately. OFAC has asked that we distribute the attached information to all FDIC-supervised institutions so records can be checked for accounts that are required by the order to be blocked. Banks are instructed to call OFAC's hotline at 1-800-540-6322 if there are any "hits" or questions. Financial institutions should be alert to the likelihood that OFAC's lists will frequently change as the investigation of the terrorist activities continues, and should periodically visit OFAC's Web site for up-to-date information. Please immediately distribute this information to the appropriate personnel in your institution.
