Highlights:

Risk-Based Assessments for the First Quarter of 2009
: The attached final rule, effective January 1, 2009, increases assessment rates uniformly by 7 basis points (annual rate) for the first quarter 2009 assessment period only. Annual rates applicable to the first quarter 2009 assessments, which would be collected at the end of June, are as follows:

Risk Category I: 12 - 14 basis points;

Risk Category II: 17 basis points;

Risk Category III: 35 basis points; and

Risk Category IV: 50 basis points.

Proposed Changes Effective April 1, 2009
: The FDIC will issue another final rule early in 2009, to take effect on April 1, 2009, to change the way that the FDIC's assessment system differentiates for risk, make corresponding changes to assessment rates beginning with the second quarter of 2009, and make certain technical and other changes to the assessment rules.
